Our Client is a high Profile licensing agency which promotes exploration for natural oil and gas resources, monitors exploration and production activities, archives all relevant data and maintains a national database for the upstream petroleum industry.

Our Client is seeking a skilled a Temporary Procurement Officer in the Finance Department. This position reports directly to the Chief Financial Officer and the incumbent will be responsible for the following.

Job Duties:

• Reporting and Planning
• Prepare and manage departmental strategy, budgets and forecasts for CFO inputs
• Prepare and submit CFO approved annual Procurement plan to holding company (report quarterly on actual performance against the plan) for consolidation and submission to National Treasury
• Prepare quarterly operational reports for submission to the Board and monthly operational reports for submission to management
• Supply Chain Management / Tenders - Manage the SCM function
• Perform a Needs assessment to ensure that goods or services are acquired in order to deliver the agreed service
• The need must form part of the strategic and procurement plan of the Agency
• Ensure specifications are precisely determined
• Requirements must be linked to the budget
• Identifying lead and delivery times
• Analysing the supplying industry
• Acquisition Management
• Market assessment for availability of goods or services and promotion of B-BBEE
• Elements amongst others for consideration in market assessment include:
• Benchmarking
• Industry Analysis
• Market Characteristics (entry barriers; is the market buyer or supplier driven; market players and expenditure analysis
• Sourcing Strategy - Using optimum strategy and technique taking due cognisance of the nature of the of the commodity or service required
• Determine best approaches to invite targeted companies to tender
• Co-ordinate compilation of tender review packs
• Evaluate specifications/criteria for all tender requests
• Evaluate specifications/criteria for all tender requests
• AD Hoc Functions
• Performance Appraisals
• Training and Development
• Mentoring
• Oversee implementation of allocated tasks
• Authorise leave submitted
• Facilitate communication
• Resolve Conflict Situation

Skills and Qualifications:
• Relevant Diploma (NQF 6) / Degree (NQF 7) in Commerce / Supply Chain Management and a BBBEE Certification / Articles will be an added advantage.
• A minimum of 3 to 5 years’ experience in a public sector procurement
• Experience and an understanding of Government SCM practices will be an added advantage
• Knowledge of Business Process Management (BPM) system or similar procurement systems
• Ability to work with Microsoft Office Suite
• Preference will be given to candidates from disadvantaged groups in terms of National Labour Legislation.
