Temporary Specialist - Supply Chain Management
Reporting Line: Manager: Supply Chain Management
Duration: 2-3 months
Location: Midrand

The purpose of the role: To provide internal support service through the effective and efficient procurement process in line with the applicable SCM legislation for public entities and drive compliance within the organization.

Main responsibilities:
o To conduct the procurement of goods and services below R500 000.00 using the request of quotations process in line with the National Treasury Prescripts, legislations that govern the SCM processes within public entities and client SCM policy.
o To conduct the procurement of goods/services above R500 000. 00 using the public request for bid/tender process in line with the National Treasury Prescripts, legislation that governs the SCM processes within public entities and client SCM policy.
o To ensure that contracts are effectively drawn up in the set template, vetted, approved, signed and controlled before the commencement of the project.
o Reporting on all transactions undertaken and ensuring all the information is adequately filled in hard copy and electronically.
o Providing audit with information for the transactions undertaken.
o Advice/guidance to division in SCM matters and SCM legislation in regard to transactions.

Knowledge and skills required:
o Knowledge of PFMA, PPPFA, BBBEE, National treasury, Guidelines, and prescripts and all other legislation governing SCM in the public entities,
o Knowledge of demand and acquisition and contract management

Minimum requirements:
o 3-year post-matric qualification in Supply Chain Management / Logistics or Purchasing.
o 4 years’ SCM experience within a public sector, preferably within a SETA.
