A full-time experienced IT Quality Manager is required on a contract basis for 12 months. The position is based in the Pretoria Central area.

Quality refers to the extent to which IT solutions and services, conform to agreed end-user’s requirements expectations and enable them to execute the required tasks, and are reliable
Quality management is the act of overseeing all activities and tasks needed to maintain quality or a desired level of excellence Quality management is inclusive of quality planning, assurance, control and improvement

To establish an effective and efficient IT Quality Management System (QMS) that will assist with the achievement of the IT quality objectives
To ensure that the IT solutions and services provided are of a consistent high standard as articulated in the I&T Strategy document
Establish and maintain the IT quality policy and quality objectives
Review the current IT Quality Management Framework
Determine and establish frameworks, standards and processes and responsibilities necessary to attain the quality objectives
Define quality management plans for processes, projects or objectives
Define roles, tasks, decision rights and responsibilities to attain the quality objectives
Determine the resources necessary to attain the quality objectives
Develop mechanism to promote the QMS and quality objectives throughout the organisation to increase awareness, motivation and involvement
Devise mechanisms for determining the needs and expectations/ requirements of customers and other interested parties
Establish and define methods to measure the effectiveness and efficiency of the QMS
Develop and standardize metrics to monitor continuing compliance to the defined processes
Define and maintain quantifiable, goal-driven quality metrics (or measurements) aligned to overall quality objectives covering the quality of individual projects and services
Integrate quality management into solutions for development and service delivery by ensuring relevant quality management practices are incorporated into the definition, monitoring, reporting and ongoing management of solutions development and
service offerings
Establish a process for continual improvement of the quality management system
Develop reporting mechanisms to communicate QMS performance progress
Provide recommendations on the way forward regarding IT Quality Manager Role

Key responsibilities:
Developing/reviewing this framework, policies and standards
Providing guidance and assistance in setting up quality standards and procedures
Adopting and aligning with quality management best practices and standards
Regularly review the continued relevance, efficiency and effectiveness of specific quality management processes
Monitoring the achievement of quality objectives
Reporting to management and other stakeholders on quality performance reviews and status
Monitoring processes to ensure compliance with the organisation’s quality management related policies, standards and procedures
Assessing projects and IT in general and report its findings objectively
Benchmark the results of the quality reviews against industry guidelines, standards and similar types of enterprises

Key performance measures:
Enhanced quality of IT solutions or services that meet the customer’s requirements
Improved confidence in BSTD’s ability to deliver the desired IT solutions and services that meet the customer’s quality needs and expectations (customer satisfaction)
Prompt identification and effective resolution of quality faults or complaints
Better IT general controls
Ensuring availability of proper documentation

Experience required:
Skills Requirements:
Bachelor’s Degree Computer Science/ Information Systems / Informatics or a related IT quality discipline/ technical field or certification
7+ years IT Quality Management experience or a combination of equivalent education and relevant experience
Extensive knowledge of IT Quality Management Systems implementation required
Experience in bringing an organisation into ISO certification will be an added advantage
Experience writing IT QMS manuals, related procedures, or work instructions required
Understanding of IT Quality Systems Regulatory requirements
In-depth knowledge and use of process improvement and quality management methods tools, and technology used to create and support defect-free, application software or business operations processes
Experience with multiple development methodologies (e.g. Waterfall, Agile, and Hybrid) & different tools
Understanding of applications and /or infrastructure platforms
Familiarity of process mapping concepts and tools
Technical Skills:
IT Quality Management and ISO 9000/1 certifications are essential
Six Sigma or relevant quality management methodology
ITIL certification
PMBOK/ PRINCE2
COBIT 5 / 2019 Foundation
