MAIN JOB PURPOSE
The role of the National Manager of Programme Delivery and ETQA Control (NPQA) is responsible for overall quality of learning delivery standards, materials, and Education Training Quality Assurance practices. This entails the management of a quality control and ETQA team and performing tests/audits to verify quality of learning content design, development, review, facilitation, assessments, and moderation through to exiting of learners before they hit the market.
The National Manager: Quality Programme Delivery & ETQA is accountable for ensuring the learning institution, facilities, programme, and constituent staff’s accreditation credentials are appropriate, up to date and compliant. He/she is accountable for the professionalism of content, and staff and associated compliant practices.

QUALIFICATIONS & EXPERIENCE
• ETDP Qualification at NQF level 6 or equivalent
• Assessor qualification
• Moderator qualification
• Curriculum design/content development certificate
• Project management certificate or equivalent will be advantageous
• Certificate in Office Administration or equivalent will be advantageous.
• Minimum of 4 years Management experience
• At least 3–5-years’ track record in managing a learning institutional quality assurance/institutional accreditation
• Knowledge of Occupational Health System and SETA / QCTO compliance requirements
• Quality assurance experience (minimum 3 - 5 years)
• Assessor experience (minimum 5 years)
• Moderator experience (minimum 3-5 years)
• At least 5 years’ experience in a training environment
• Learnership implementation experience (minimum 3 years)
• Knowledge of SETA / QCTO Indicium (minimum 4 years)

DUITES & RESPONSIBILITIES
The duties of the National Manager: Quality Programme Delivery & ETQA Control include:
• Manage the Academy QMS to ensure SOP’s and learning delivery activities are implemented in accordance with the legislative requirements,
• Ensure a culture of critical thinking and continuous improvement resulting in effective and compliant information, and document handling and record systems of learners’ detail and company IP
• Identify critical success factors and standards of delivery and set quality targets for all critical role outputs/deliverables
• Ensure institutional compliance with the DHET, SAQA, QCTO and SETA / QCTO legislative requirements for implementing training and development programmes.
• Ensure SETA liaison is appropriate timeous and effective
• Drive a focus on the professionalisation of Learning Delivery – from learning onboarding practice to exiting management
• Innovate and manage the quality of courseware and training delivery
• Focus the team of facilitators on the strategic intent of this division including learner centric methodologies
• Research, development and implementation of the latest training and education programs
• Execute the training programs as per the Company strategy
• Drive multi-modal learning & development
• Be the expert in digital communications, have an execution-driven mindset, strong influencing ability, and previous experience of fast-paced learning and development contexts
• Work with clients /client facing teams (BD/Sales/NKAM) to ensure the final products meet their needs and requirements.
• Support client SDF facilitation
• Develop and manage QMS, ensuring policies and practices are aligned
• Oversee quality control of training operations
• Ensure content and IP is protected and monitor the practices to understand level of risks, gaps, and areas of improvement
• Manage the processes and procedure relating to content/material development, storage, review and application/use in the execution of training implementation
• Manage budgets, overseeing the expenses
• Oversee the developing the training guides and new materials
• Ensure that all reports are complete and workable
• Manage monthly and weekly training schedules
• Overseeing all the logistics involved,
• Analysis and directing of daily, weekly and monthly reports
• Manage quality control of technical administration of classrooms and training venues
• Work closely with Campus Managers
• Planning and ensuring the optimal use of the training facilities nationally.

COMPETENCIES & SKILLS
• Interpretation & translation of various legislation governing education, and skills development
• Relationship management – Stakeholder liaison (DHET/SAQA/QCTO/SETA / QCTO/NSA)
• QMS design, review and revision
• Learning programme design and approval
• Ability to interpret assessment/ moderation processes
• Computer literacy - MS Office, Excel/ Word etc (intermediate)
• SETA / QCTO indicium knowledge
• Report writing
• Data Management
