PROJECT SAFETY, HEALTH, ENVIRONMENT AND QUALITY MANAGER (PROJECT SHEQ MANAGER) – CIVILS (UGANDA).

A large Construction and Materials Supply Company operating throughout South Africa, Africa and the Middle East is looking for suitably qualified/experienced Project SHEQ Manager – Civils for the construction and commissioning of post-harvest infrastructure facilities at multiple sites across Uganda. Much of the project will be delivered by partners and sub-contractors.
The project will be financed through an international Export Credit Agency, subscribing to the OECD Common Approaches and the Equator Principles with respect to environmental and social safeguards, management and mitigation of potential adverse impacts

DESCRIPTION

Reporting to the Project Manager, the Project SHEQ Manager is responsible for assisting and guiding the Project Manager in the implementation, enforcement, management, monitoring and reporting in relation to

• Drafting and implementation of all SHEQ management plans
• Safety of all operations using the Colas standards as benchmark
• Health of all staff,
• Safeguarding the Environment,
• Ensuring the Quality control of works is fully functioning
• Establish and manage the Environmental & Social Management Plans (ESMP)
• Implementation and follow up on the Environmental & Social Action Plan (ESAP) as agreed with the client, the lenders, the Engineer and
any duly authorised official bodies
• Be fully responsible for and manage the SHEQ organisation
• Up to date knowledge and understanding of SHEQ matters
• Ensure the health and safety of all operations including as related to employees, sub-contractors and the general public
• Ensure EHS Management Plans are drafted, current, relevant and fully implemented
• Ensure the ESMP are fully implemented and integrated into activities
• Identify and manage specific contractual, regulatory and technical constraints and requirements before start-up
• Attend site meetings e.g. critical meetings or when requested by the client
• Control the quality of work against the specifications and the method statements
• Understanding of Client and Contractor relationships
• Understanding importance of managing community relations
• Able to quickly understand local legislative requirements as applicable to the project

As the project will cover multiple sites simultaneously, the SHEQ Manager will be covering and managing his activities across the country.

QUALIFICATIONS

• Degree/Diploma level qualification in any or all of the following fields supplemented by relevant experience: Safety Management;
Environmental; Quality Assurance; Engineering.

Experience

• Minimum of 15 years in SHEQ of which at least 3 years in a Managerial position preferably with civil construction background .Must have
experience from working developing countries and with dealing with government approvals representatives and must have a Multi-
disciplinary aptitude
• Experience working in Sub-Saharan Africa will be a major advantage.
• Experience from Agricultural sector will be a major advantage

RESPONSIBILITIES

• Plan, Organise, mobilise and manage SHEQ and ESAP across multiple construction sites simultaneously
• Work closely with local stakeholders, sub-contractors and communities
• Ensure risk assessments and COSHH registers are current
• Ensure HSE tool box talks and inductions are conducted
• Prepare monthly reports, for internal use as well as monthly SHEQ, ESAP and Environmental & Social Self-monitoring Report (ESSR) for
lenders and client

Health, Safety & Environment

• Facilitate, influence & ensure management take responsibility for managing SHEQ within their area of responsibility.
• Influence, train and support positive pro-active business management behaviour in all areas.
• Provide advice on all SHEQ issues to all management, on a day-to-day basis.
• Attend and support Business Management meetings and business specific meetings as appropriate to drive SHEQ integration in all areas of
the business.
• Complete incident investigations in accordance with Colas standards and as directed by MESEA SHEQ Director.
• Identify underlying causes for all incidents, to determine appropriate corrective action strategies to prevent reoccurrence.
• Assist in the development and implementation of appropriate SHEQ campaigns across Colas.
• To identify, conduct (as appropriate) or facilitate the implementation of SHEQ training needs as required for all managers & employees to
meet internal and statutory requirements, in compliance with the BBBEE skills development framework
• Undertake periodical analysis of incident, monitor management safety interventions & observations (F2F) for the purposes of monitoring
compliance, identifying trends and corrective measures by management.
• Carry out periodic SHEQ audits and inspections, reporting in writing to Managing Director and relevant business head the findings and
prioritising significant issues appropriately and tracking completion of the same.
• Ensure that SHEQ targets and objectives are met by each business within their area of control and monitor and escalate non-conformance
as necessary to ensure appropriate resolution.
• Develop, Monitor and support management in employee general welfare and accommodation initiatives.

Quality Assurance

• Understand, monitor and audit company processes and procedures to ensure business and line management, implement and maintain
company standards.
• Continually challenge processes and drive ethos in continuous improvement initiatives.
• Assist in the development of standards and procedures.

Environmental and Social Management

• Ensure Environmental & Social Management Plans are drafted and approved by Lenders, Client and Engineer
• Ensure all environmental permits are in place (for example approved Environmental Impact Assessments)
• Coordinate with any consultants engaged to support on E&S issues
• Prepare monthly E&S reports for Engineer
• Compile 6-monthly Environmental & Social Self-monitoring Report to Lenders
• Establish and manage effective Community Liaison across all sites

Administrative & Legal Responsibilities

• Responsible for providing managing, advice, monitoring & recording compliance & non-compliance on SHEQ matters on all business issues:
• Planning frequent SHEQ inspections & audits, ensuring coverage of all activities and in line with company protocols.
• Systematically recording & maintaining SHEQ inspection & audit reports on company server.
• Monitor and maintain business SHEQ performance data, via monthly IMS business submittals
• Ensure corporate reporting requirements are met.
• Organise and co-ordinate the submittal of weekly activity update reports, from direct reports.
• Document major injury & serious event investigation reports, as per standard.
• Distributing all reports as directed.

Human Resources

• Compliance with all company HR policies and standards
• In liaison with HR department,
Liaise with unions in co-ordination with local HR & Safety Reps
Directs, mentors and encourages, continuous professional development, for all SHEQ staff, Representatives, Administrators &
Co-Ordinator's to maximise growth potential, within area of responsibility.
Identifies, and implements training development schemes (internal/external) for managers & Supervisors.

Management

• Decisions required in relation to the project from SHE&Q to Operational decisions.
• Be conscious of costs and cash-flow constraints
• Monitor and approve any invoices from E&S consultants
• Compliance – Anti Bribery Commitment Responsibilities
• Read, understand, adhere to and comply with the information contained within the Colas Rules of Conduct, and Code of Ethics, and with any
training or other anti-bribery and corruption information given by the Management
• Report any witnessed non-compliance or breach of these policies.
