Position Description Summary:
Reporting to the Provincial Co-ordinators, the Provincial Liaison Officer (PLO) will support
the delivery of key Pops (population Groups) Programmes in the supported regions. The PLO
will provide overall co-ordination and guidance in the implementation of all CRS (community
response groups) interventions and activities for the Global Fund grant in the province.
Working closely with PCA (provincial aids councils), the PLO will ensure optimal compliance
to Award reporting and monitoring requirements to track performance against set targets,
document lessons learnt and best practices as well as using evidence for programme
planning
Duties and Responsibilities:
• Establish networks and maintain strategic working relationships with relevant
stakeholders at provincial and district level in support of strengthening response to
HIV/AIDS and TB;
• Co-ordinate the social mobilization activities in the provinces;
• Promote dialogue among civil society, government and other role players through
consultative forum meetings and community dialogues;
• Co-ordinate capacity building interventions;
• Represent the organisation at provincial and district project meetings, campaigns
and workshops;
• Develop action plans and monitor programme activity progress;
• Ensure strict adherence to programme contractual requirements between the
organisation and its partners;
• Ensure that programme targets are met;
• Ensure that all relevant provincial project information and documents are recorded,
maintained, collected, and submitted for storage on the system;
• Assist with the compilation of project reports;
• Implement project monitoring strategies in accordance with the Monitoring and
Evaluation (M & E) Framework, in collaboration with the Monitoring and Evaluation
team;
• Document project experiences, processes, successes, challenges and lessons learnt;

Minimum Requirements:
o Degree in Social Sciences/Public Health or related discipline;
o Training in project management will be added advantage;
o At least 3 years NGO related work experience in a similar position;
o Extensive knowledge of the multisectoral HIV, TB and STI response in South Africa;
o Advanced computer skills in the Microsoft Office package;
o Exceptional verbal, written, presentation and facilitation skills;
o Ability to work effectively both independently and as part of a team;
o Strong negotiation, time management and conflict resolutions skills;
o Excellent organizational and administrative skills;
o Valid driver’s license and ability to travel extensively;
