To manage financial budget cycle and all reporting activities of the company and provide support and training to the various internal stakeholders to enable them to provide usable and accurate financial information and to make sound financial decisions.

Accounting Management and Reporting
• Responsible for developing and implementing the department budget and reporting strategy
• Responsible for the implementation and monitoring of the budget process in line with PFMA guidelines
• Management of the accounting function which include:
• Budgeting
• Forecasting
• Modelling
• Statistical analysis
• Variance analysis
• Capital and special projects budgeting
• Responsible for annual budgeting process and development of the budget in conjunction with company's senior managers
• Ensure budgets are consistent with company strategic plan
• Undertake analysis of performance against budget and investigates significant variances
• Undertake financial feasibility studies
• Responsible for making cash flow projections based on business performance
• Compiles financial reporting packs for Exco and the Board meetings
• Monitors and ensures compliance with applicable regulatory framework
• Develops and maintains system of internal control to ensure sound financial risk management within the area
• Manage the preparation of monthly management reports
• Perform other duties as assigned by the CFO from time to time

Legislative compliance
• Ensure compliance with relevant legislation i.e. PFMA, Treasury Regulations, PPPFA, FICA, etc.

People Management

• Supervise staff, effectively allocate and review output to ensure quality assurance, and facilitate delivery of section specific outputs based on
established knowledge, processes and systems.
• Coaches and provides feedback to staff for the execution of work
• Conduct performance reviews of staff and motivates final performance scores and levels in moderation

EDUCATION, SKILLS AND EXPERIENCE
• CA(SA)
• 5 years’ experience in accounting and 3 years management experience
• Public sector experience will be an advantage
• Knowledge of PFMA, Treasury Regulations, GAAP
• Knowledge of Financial Management and Management Accounting Function
• Financial management, strong financial accounting and reporting skills
• Understanding of government policy and regulatory environment
• Understanding of tax and other relevant legislative requirements (BCEA; Contract Laws)
• Knowledge of payroll systems and financial systems
