Job Description:
Our client supplies innovative Engineering solutions to the Oil and Gas, Chemical, Power Generation, Mining, Minerals and Water sectors. With numerous subsidiaries on every continent, they are one of the world’s leading companies in the field of heavy plant engineering.

The Construction Estimator forms part of the Construction Department and is responsible for preparing construction estimates in support of the Proposals Department. The Construction Estimator would be responsible for preparing all construction related deliverables forming part of the bid.

Position Details:

RESPONSIBILITIES
Defining and coordinating inputs required from all disciplines for the construction estimate,
Preparing Bill of Quantities (BOQs) and construction enquiries,
Analysing, evaluating and clarification of construction proposals received from subcontractors,
Estimation of construction supervision and commissioning work,
Estimation of temporary site facilities,
Estimation of the construction in-house scope,
Perform an as-built analysis.

DUTIES
During the bid phase the Construction Estimator supports the proposals team with respect to estimation. His/her tasks include:
Preparing and adapting the list of deliverables during the bid phase.
Preparing the BOQs and adapting to suit the project requirements.
Performing in-house estimates.
Preparing Instructions to Bidders (ITB) and adapting to relevant scope.
Initiation of tendering process and handling of request for clarifications.
Preparation of the bid pre-evaluation.
Evaluating other bid documents and requests for clarification when needed.
Shortlisting of bidders.
Preparing the cost estimate based on the bidders or approach selected.
Preparation of and participation in technical negotiations with shortlisted bidders.
Preparation of the cost estimate summary for all disciplines and presenting at bid approval meeting
Consolidation of BOQs for future use in estimates.
Preparation for lessons learnt session.
During the contract execution phase the Construction Estimator supports the project team with respect to estimation and subcontracting. His/her tasks include:
Performance of contract assessment and definition of contract baseline with respect to estimation and proposals,
Selection and set-up of required IT tools,
Prepare discipline-specific Q plan by adapting the Global Guidelines to project requirements,
Prepare BOQs and adapt to suit the project requirements,
Compiling quantities and entry into BOQs,
Compiling in-house estimate, estimation of work units and direct man-hours,
Provision of work units,
Prepare Instructions to Bidders (ITB), adapt to reflect relevant scope and project conditions, then reconcile with Contracts
Preparing appendices to ITB,
Compile enquiry documentation packages,
Initiation of tendering process and handling of clarifications received from bidders.
Perform bid pre-evaluation and compile BOQs with relevant information from subcontractors,
Evaluate other bid documents and requests for clarification when needed,
Benchmarking of bids to in-house estimate,
Shortlisting of bidders,
Preparation of and participation in technical negotiations with shortlisted bidders,
Preparing cost estimate if included in scope of contract work (duties are the same as for estimation in bid phase (see above)
Consolidation of BOQs for future use in estimates,
Conduct lessons learnt session.

Job Qualification & Experience:
A minimum of 10 years experience in construction estimation.
Experience in tendering on projects located in Africa.
Prior site management experience in multi-disciplinary projects.
A good understanding of contracts such as NEC and FIDIC.
Must be able to use standard business software such as the Microsoft Office packages.
Good planning and organisational skills.
Must have sense of urgency.
Good written and verbal communication skills.
International travel required
