FACILITIES & OHS Manager (Focus on Facilities Management)

Our client seeks to appoint a Facilities & Occupational Health & Safety Manager.

Purpose of the Position
Assure the effective functioning of a facility to provide an efficient and safe working environment for employees and their activities by using best business practices to manage resources, services and processes to meet the needs of the company.
Responsibilities
Develop and implement a facility management program including preventative maintenance and life-cycle requirements
Conduct and document regular facilities inspections
Allocate and manage facility space for maximum efficiency
Coordinate intra-office moves
Supervise maintenance and repair of facilities and equipment
Oversee facility refurbishment and renovations
Plan and manage facility central services such as reception, security, cleaning, catering, waste disposal and parking
Implement best practice processes to increase efficiency
Obtain quotes and tenders from vendors and suppliers
Calculate and compare costs for goods and services to maximize cost-effectiveness
Negotiate contracts to optimize delivery and cost saving
Coordinate & monitor activities of contract suppliers
Manage contractor & vendor relationships
Manage & review service contracts to ensure facility management needs are being met Ensure delivery schedules, quantity & quality criteria are met
Check completed work by contractors & vendors
Verify payment & invoicing match contract pricing
Plan & monitor appropriate facility management staffing levels
Ensure efficient utilization of facility maintenance staff
Performance manage, develop & train staff
Prepare & track facility budget
Monitor expenses & payments
Generate & present regular reports & reviews of facility-related budgets, finances, contracts, expenditures & purchases
Develop & implement cost reduction initiatives
Advise on & monitor energy efficiency
Oversee environmental health & safety
Ensure security of the facility & develop, circulate & maintain the security policy
Respond to facility & equipment alarms & system failures
Provide prompt response to requests & issues from facility occupants & elevate issues to management as required
Ensure compliance with health & safety standards & industry codes & manage the Health & Safety plan & procedures. Develop standard operating procedures for Health & Safety requirements as per legislation on site.
Occupational Health and Safety ( OHS ) requirements :
Manage Environmental, Occupational Health & Safety System;
Monthly reporting & analysis of site in terms of OHS requirements;
Manage all aspects of the Environmental, Safety & Health Legislation;
Manage preparedness & responses to emergency situations, accidents & incidents on site;
Coordinate & control fire prevention & protection for the facility;
Ensure availability of competent First Aiders on site & that all health &safety; representatives are trained regularly;
Assist with implementing the company’s OHS plans & strategies;
Encouraging a culture of safety, hold regular OHS induction training for existing & new employees
Encourage the prompt reporting of hazards & risks, & document & report all incidents & accidents on site;
Raise management & staff awareness of safety accountabilities & responsibilities;
Ensure workplace safety;
Liaise with relevant authorities in respect to OHS Issues;
Conduct regular OHS training for all OHS representatives;
Maintain accurate records & filing systems;
Return to work coordination;
Compile & analysis of work injury statistics;
Keep up-to-date with developments in the OHS field including legislation, regulations, guidelines & best practice.
Education and Experience
Bachelor’s degree in Facilities Management, Facilities Engineering or related qualification such as project management, business management or construction management
Diploma or equivalent in OHS/HSE or OHS qualification preferable
Minimum 5-8 years relevant experience
Working knowledge of financial principles & practices
Working knowledge of electrical & mechanical systems
Working knowledge of procurement & contracts
Sound knowledge of health, safety & environmental regulations preferable
Experience in construction, maintenance & all facets of facility operation
Supervisory experience
