ICT PROJECT OFFICER DEVELOPMENT

Job Purpose
To Manage, Plan, Develop, Design, Coordinate, Implement, and evaluate ICT Projects.
1. Key Responsibilities:
Management and Implementation
1 Manage, plan and implement all ICT Projects, programs and programs
• Youth Development Programs: Clubhouse, Simplon ,COJEDI ,Internships
• Apps and Web Development
• 5 Dell Solar Labs
• Internal Conferences and Events
• ICT Focus week
2 Implement the ICT strategy according to plan and budget
3 Manage achievement of yearly targets for the ICT Unit
4 Manage all the ICT operations for the achievement of ICT strategic objectives
5 Formulate and enforce ICT operational policies i.e. asset and venue usage management
6 Serve as a member of the organization’s management team
7 Manage all ICT staff: full-time, part-time, contact, mentors, volunteers, interns, etc.
8 Manage the professional development of all ICT staff
9 Training and support in programming (Web, App and Application Development)
10 Liaison with all stakeholders (GDE Officials, Microsoft, COJ, Dell, etc.)
11 Management of Multiple Projects
Asset Management
1. Ensure that all ICT staff adhere to organisation asset and risk management policy.
2. Ensure that the ICT Assets Register is updated as and when required
3. Ensure the safekeeping, maintenance and optimal usage of all ICT Assets and infrastructure
Administration
1. Responsible for ICT general administration
2. ICT office management
3. Management of the ICT venue ,equipment, assets and services
4. Manage ICT procurement
5. Responsible for preparation and submission of all ICT reports to Sci-Bono Management, Sponsor and relevant stakeholders i.e. SAP, COJ, Provincial Government, Dell, Clubhouse, etc.
6. Responsible for maintaining stakeholder relationship
7. Marketing and promotion of all ICT programs
8. Attending relevant ICT events i.e. annual conferences ,meetings with partners and sponsors, CT, Youth Development and Teacher Development conferences

2. Minimum requirements:
Education
• Formal qualification (Certificate/Degree/Diploma) in ICT Training.
• Formal qualification (Certificate/Degree/Diploma) in Web and Mobile Application Development.
• Qualification in Microsoft Web Stack (MVC, C#, IIS, ASAP.Net etc.)
• MCSD or related certification.
• Strong proficiency in at least one of the following development languages- Visual Basic.Net, C#. NET,C++ Java
• Strong proficiency in at least one of the following web development languages –ASP,ASP,NET,JSP,JSF and HTML
• Formal IT qualification in technical hardware, database design and management, and programming
• Formal Qualification in Project Management
• Finance Management advantageous
• Management Qualification Advantageous
Experience (min 5 years’ experience)
• Mobile Application Development for iOS ,Android and/or Windows
• Experience in developing applications in Web and Mobile Platforms
• Experience in facilitating or training in Web Design
• Experience with web development languages of PHP,HTML5, CSS3 and JavaScript/jQuery
• Experience with Android Studio, Java, Xamarin (C#) and/or Swift added advantage
• PHP experience beneficial
• Must be able to manage the Apps Store
• Min 2 years working experience with Mobile Apps
• Exposure to and experience in working with latest development tools
• Experience in Training at least 3 of the following application software
• Experience in managing, facilitating or training of ICT programs
• IT qualification required in at least three of the following range of software products covering animation, video and music production, gaming, robotics, Programming, etc.
• Adobe Premium production Cs 6, Photoshop, Illustration, Premier, Affect effect, Sketch Up 2014, Blender 2.7.1, Gimp 2, Scratch 1.4 ,Fruity loop 11, Notepad ++, Java, C++, PHP
• Experience in training management and administration required
• Extensive experience and exposure to educational environment
• IT Experience in technical hardware software and, programming development, and/or database design and management.
• Project management experience essential
