Manager: Governance and Compliance – 6 Months Contract – Pretoria – Medical Scheme

General Duty Statement
? Performs, leading, directing the management and administrative work in advising, ensuring, monitoring and reporting on the compliance of Communication and Member Affairs (CMA) Division to the governance, risk reporting, regulatory, and committee meetings (i.e. Ex-Gratia, Opscomm, Board) and contract management framework applicable to the organisation.
? Monitoring and ensuring CMA compliance to legislation, industry circulars, policies, governance processes and adherence to the Board, Committees and Executive Committee (EXCO) requirements in line with the year plan.

Legislation compliance
? Analyse and advise on compliance to applicable legislation and industry circulars.
? Ensure, monitor and report on CMA compliance and advise on creating or maintaining and enabling environment for compliance.
? Monitor and manage the Division’s compliance to Council for Medical scheme circulars.

Policy Compliance
? Drafting, reviewing and maintaining CMA policies and standard operating procedures (SOPs).
? Ensure timeous review and approval of policies and SOPs.
? Monitor and manage CMA compliance to all internal policies.
? Draft and submit policy compliance reports in line with requirements by the Governance and Compliance Division.

Risk and Audit Compliance
? Monitor and manage CMA compliance with audit requests, processes and responses to audit queries.
? Ensure that the Division implements all audit undertakings and coordinate reports to Internal Audit.
? Monitor and ensure CMA development and implementation of risk mitigation strategies and activities.
? Coordinate reports to Risk Management

Contract Management
? Monitor performance of service providers managed by the Communications and Member Affairs Division against their contractual obligations.
? Review service provider reports and adherence to Service Level Agreements.
? Draft and submit SLA reports in line with requirements by the Contracts and Operations Division.
? Monitor and manage the annual renewal of CMA contracts with service providers.
? Ensure that a sound contracting environment is maintained at all times with service providers managed by CMA.
? Ensure that all contracts managed by the CMA Division are in line with the organisation’s standard in liaison with the Contracts and Operations Division.

Reporting
? Prepare and presented improved structured templates and methodologies to support improvement in reporting environment and framework.
? Drafting and preparing of reports for Board, Committees and EXCO and ensuring timeous inputs by all parties as well as approval and submission thereof.
? Coordinating risk mitigation reports and ensuring timeous inputs by all parties as well as approval and submission thereof.
? Ensure compliance by CMA to Year Plan requirements and deadlines.

Supervision Received
? Lead and direct self.
? Needs to be able to work independently.
? Works under the general and / or administrative supervision and direction of the Executive: Communication and Member Affairs.

Supervision Exercised
? Exercises technical, general, and/or administrative supervision over assigned Service Providers and staff members both at Head Office and Regions

Administrative Function Applicable to all areas of Responsibility
Summary: Develop and implement and integrated administration function
To advance the priorities the incumbent is responsible for:
? Controlling general administrative operations.
? Developing and maintaining documentation, policies and instructions and recording operational procedures.
? Managing budgets, controlling expenditure, monitoring, evaluating and ensuring the efficient use of resources
? Studying and developing methods, processes and policies to improve and promote business, governance and compliance and effectiveness.
? Directing and Collaborating with internal and external clients towards a more efficient organisation - developing solutions to compliance challenges and coordinate activities to facilitate governance and compliance
? Work closely with business units and external suppliers to maintain relevance and produce impactful and timely updates to legislation, policies and procedures.
? Implementing and supporting the communication, documentation and internal managerial coordination.
? Developing, writing and producing management plans, input, presentations and reports and other required documentation.
? Evaluating, processing, analysing and interpreting monthly reports from SPNs and preparing for compliance reporting purposes.
? Monitoring economic, industrial, technology, business, government, political, finance and corporate developments, - and the impact on the Scheme thereof; preparing plans of action based where required to ensure compliance.
? Performing related administrative tasks to document findings, maintain records and report on actions taken for cases.
? Planning, developing, operating and maintaining a variety of relevant databases and storage and retrieval systems to collect, classify, store and analyse
? Leverage data and analytics to drive insights.
? Reviewing existing policies and legislation to identify anomalies and out of date provisions (channelled into the organisation’s Governance and Compliance division)
? Risk Mitigation: Conducting threat and risk assessments and developing responses (channelled into the the organisation’s Risk and Compliance Management division)
? Controlling process start up and shut down, troubleshooting and monitoring.
? Project Management: Define and manage project scope, goals and deliverables, Identify project tasks and resource requirements, Provide a detailed project plan for each project, Manage project cost and schedule, Identify and manage risk, Develop and execute project communication plan, Ensure all contract deliverables are completed on-time and within budget.
? Performing a wide range of general clerical duties including: drafting administrative correspondence and minutes, preparing reports and correspondence of a routine nature, responding to telephone or electronic enquiries or forwarding to appropriate person, proofreading and correcting copy, screening requests for meetings or appointments and helping to organize meetings, using various computer software packages to provide administrative support, preparing itineraries, and various other miscellaneous clerical duties.
? Supporting the Senior Manager: CMA and Executive: CMA, Board of Trustees, Executive team.
? Work with specialist at head office and Regional Managers to support risk compliance and adoption.
? Conduct Monthly Reviews and Quarterly Audits

Requirements:
? Minimum 3 year degree or equivalent NQF 6 qualification.
? Minimum 4 years’ experience in a legal, corporate governance compliance and / or company secretarial position, and or a risk background
? Strong Reporting and Writing Skills
? Experience in the development of policies, processes and contracts
? Experience in the development of presentations, management and legal reports.
? Ability to give direction, ensure delivery and manage outputs from various stakeholders at different levels of the organisation.
? Ability to engage with various stakeholders.
? Experience in project management will be advantageous.
? Sound planning and project management skills.
? Qualitative and quantitative analytical skills.
? Monitoring skills.
? Ability to identify risks and challenges.
? Excellent computer literacy and MS Office skills, Presentations.
