Management level position in the Safety, Security & Defence (Defence) industry.

PURPOSE OF THE JOB:
To build a highly effective procurement function and increase the effectiveness of cost management strategies, procurement policies and contract negotiations.

CRITICAL PERFORMANCE AREAS:
Compliance and Governance:
? Develop and implement a procurement strategy aligned to the corporate strategy.
? Manage the procurement governance process across the business ensuring policy compliance.
? Create, review and publish procurement policies, procedures and documents.
? Lead the procurement strategy and implementation of procurement processes, policies and procedures.
? Enhance and standardize procurement practices to ensure conformance to legal and statutory requirements (e.g. PFMA, Companies Act).
? Implement appropriate controls and authorisation procedures for all related functions and processes.
? Develop the necessary reporting systems to ensure the effectiveness and efficiency in the application of goods and services.
? Develop and implement the sourcing strategies that leverage economies of scale by consolidating spending across different departments.

Supply Chain Management (SCM):
? Refer to the Organisational Requirements in terms of SCM to determine the outputs required from SCM.
? Define the objectives for SCM in accordance with the SCM and Company's Strategy and Business Plan.
? Determine the deliverables of SCM from the objectives.
? Identify and secure the appropriate resources for the Procurement division(s):
? Human resources
? Physical resources
? Financial
? Suppliers
? Contractors
? Analyse benchmarks for similar operations to determine performance indicators for the Procurement division(s).
? Monitor and measure the SCM performance in accordance with the metrics agreed upon in agreements.
? Initiate pro-active and corrective actions as required to ensure service delivery.
? Compile reports on SCM’s performance at the required intervals reflecting all relevant statistics.
? Provide feedback to the relevant role players as and when necessary.
? Manage the function in accordance with policies, procedures and legal requirements.

Supplier Relationship Management
? Identify the relevant role players in accordance with business requirements and dependencies.
? Obtain mutual agreement on the resolution of issues, meetings required and the delivery of inter-dependent outputs and results.
? Monitor the performance of all relevant role players continuously to ensure that the agreements are honoured.
? Implement continuous follow-up to ensure that the relationship is maintained.
? Compile a database indicating the role players, expected outputs, contact details, type of agreements and relationships.
? Manage relationships in accordance with policies, procedures and legal requirements.
Risk Management
? Identify, manage and mitigate the risk associated with supply chain’s procurement initiatives.
? Perform risk management analysis for both direct and indirect suppliers.
? Identify risks and develop short and long term plans to minimize risks.
Contract Management:
? Manage and negotiate contractual terms for local, regional and global supply arrangements.
? Maximise profit by negotiating the best terms of contracts.
? Ensure that the suppliers conform to the supplier requirements in accordance with the supplier contract.
? Manage the execution process of the contracts in collaboration with the Legal Department to ensure compliance.
? Work closely with Finance on wider organisational forecast, purchasing leverage and procurement savings.
Budget Management
? Consult with Executive Management and each Division to determine requirements in terms of procurement expenditure.
? Ensure that only authorised overspending is approved in accordance with procedures.
? Receive the monthly expenditure statements from Finance and analyse to enable reporting.
? Monthly compile the financial report indicating:
? Monthly expenditure.
? Variance in terms of budgeted and actual figures.
? Savings achieved or budget overspent.
? Year to date figures.
? Consult the relevant role players where procurement overspending took place and take corrective actions to rectify the overspending.
? Manage budget in accordance with policies, procedures and relevant legislation.
People Management:
? Develop a procurement team by utilizing strong change management techniques and focusing on people development

REQUIREMENTS OF THE POSITION:
Required Qualifications & Experience:
? Postgraduate B Degree in Commerce
? Significant Public Sector experience in Finance and Procurement
? Minimum 12 years’ experience in procurement and supply chain management, which must include five years at strategic level
? Proven experience in working in a fast moving and result driven environment which demands to work under pressure

? The knowledge of acquisition and procurement processes
? Familiarity with procurement software, approval workflows, purchasing policy, purchasing policy development and contract is highly preferred
