Position Title: Procurement Officer- 5 Months Fixed Term Contract.

ROLE DESCRIPTION

Job summary statement/purpose

Provide Procurement/ Supply Chain Management services ensuring compliance with legislative and
regulatory framework.

Key performance areas (duties & responsibilities)

1. Request for Quotation (RFQ) Process with Functionality
? Receive Quotations from Vendors
? Facilitate evaluation process
? Provide Business evaluation members Distribute scorecards proposals
? Distribute the quotations or proposals
? Receive signed completed scorecards from business
? Prepare consolidation and arrange it to be signed
? Prepare regret/ award

2. Tender/Bid Management RFP Process
? Manage the tender/bid processes for all departments
? Confirm that all service providers comply with all procurement legislation including Treasury
Regulations, the PFMA, and BBBEE regulations and National Treasury regulations and
requirements
? Prepare governance report
? Review vendor credentials to ensure compliance
? To be part of the bid evaluation committee
? Receive Quotations/ Proposals from bidders
? Facilitate evaluation committee meetings
? Appoint bid evaluation committee members and bid adjudication committee members
? Distribute proposals to bid evaluation committee members
? Distribute scorecards to bid evaluation committee members
? Prepare agenda
? Prepare minutes
? Receive signed completed scorecards
? Prepare consolidation and arrange it to be signed
? Prepare regret/ award letters

3. Budgets and Expenses
? Apply cost effectiveness principles in planning and delivery to contribute to achievement of
divisional financial targets and own cost reduction targets/policies to implement/contracts to
review and approve
? Implement plans to assure orders meet specified quality and delivery times, minimise the total
cost of purchases and contracts are review, approved and implemented that shows bottom
line impact and process efficiencies
Ensure systems, products or projects delivered contributes to improve client service by
providing input on budgets, resources required and process based on the understanding of
costs, business objectives and relationship with external suppliers and stakeholders As and when required.

4. Business Partnering
? Provide specialist knowledge and educate business units regarding standard procurement
policies
? Communicate effectively with employees at all levels in the organisation, external business
partners and vendors to build and maintain stakeholder relationships
? Build and maintain relationships with internal business units
? Drive Supplier Relationship Management in managing supplier relationships to ensure
collaboration throughout the procurement processes
? Manage Supplier relationships by establishing and maintaining rapport with all levels of
supplier personnel and internal customers
? Ensure that work is delivered consistently to plan through regular progress update meetings
with business
? Support the internal stakeholders in achieving their procurement business results through
appropriate engagement with relevant vendors

5. Procurement Quarterly Performance Plan for National Treasury
? Discussion with Procurement Accountant on progress of RFQ’s and RFP’s.
? Provide information, feedback and a list of RFQ’s and RFP’s with progress status
? Provide comments on the progress
? Review the report with regard to RFQ’s and RFP’s for correctness

6. Ad hoc duties
Perform any reasonable task as and when required by the Line Manager

QUALIFICATIONS and EXPERIENCE:
Minimum:
? 3 year degree/ NQF level 7 qualification in procurement
? At least five 5 years procurement experience, preferably with PFMA and National Treasury background Knowledge
? Sound knowledge of procurement/ accounting procedures
? Good knowledge of regulations guiding procurement, incl. PFMA, BBBEE and Treasury regulations
