Introduction

Our client, Leaders in Infrastructure Development seek to employ a Quantity Surveyor to perform QS functions on various Structural Steel, Mechanical and Piping projects. The successful incumbent will be based in Ellisras on Medupi Power Station and will report to the Construction Manager.

Minimum Requirements

B.Sc QS or equivalent
Minimum 5 years experience in the Construction industry as a Quantity Surveyor
MUST have experience in a MECHANICAL ENGINEERING ENVIRONMENT
Project Management experience will be advantageous
Minimum 3 years experience working on a construction site
Experience in the following disciplines: Structural, Mechanical, Instrumentation and Piping

Job Specification

MAIN RESPONSIBILITIES and Objectives:

PROVIDES A COST CONTROL
• Effective cost control, input into capital development projects, modifications or refurbishment
• Order of magnitude estimates as a base for early project planning
Preliminary estimates are prepared based on technical scope definition prepared by the engineering department
• Calculate estimate costs of scope of work/bills of materials
• measuring and compiling bills of quantities, activity schedules etc. according to standard measurement systems
• developing and updating standardised bills/schedules
• tender evaluation of the various cost proposals are analysed relative to each other where applicable and to the cost estimates. Qualifications, errors, proposed alternatives, price adjustment issues, advance payments, risks , upfront loading and rate or price manipulation are identified
• Semi-definitive estimates are prepared and form the basis for determination of detail budgets and evaluations of contract enquiries and tender submissions

COMPILES, MEASURES AND CONTROLS THE EFFECTIVENESS OF ENQUIRY;Y DOCUMENTATION BY
• Measuring and compiling bills of quantities, activity schedules etc. according to standard measurement systems
• Developing and updating standardised bills/schedules
• Tender evaluation of the various cost proposals are analysed relative to each other where applicable and to the cost estimate. Qualifications, errors, proposed alternatives, price adjustment issues, advance payments, risks, upfront loading and rate or price manipulation are identified

PROVIDES ADVISORY SERVICES TO PROJECT MANAGERS ON COST ENGINEERING

• Assisting with the development project costing for Execution Released projects in conjunction with managers
• Development of quantity surveying standards and processes
• Provides audits and assurance on quantity standards and processes
• Provides audits and assurance on quantity surveying processes and standards
• Controlling the payment process through the effective implementation of controls for payment to contractors, consultants and suppliers, the release of retention money, pro-active request for modifications to contractors and consultant task orders etc.
• Administration of contracts (i.e. site inspections/measurement, payment certificates and claim assessments)
• Analysing compensation event claims with recommendation to project/contracts manager
• Attending selected site meetings, liaising with consulting engineer and compiles audit reports
• Compiling and negotiating of final account
• Develop and present management reports
• Regular update to reflect current costs

MONITORS CONSULTANTS, CONTRACTOR'S AND SUPPLIER PERFORMANCE (QUANTITY AND COST) BY
