HUMAN RESOURCES MANAGER – Job Spec

A TRANSPORT AND LOGISTICS COMPANY IN THE EAST RAND HAS THE ABOVE-MENTIONED VACANCY AND SEEKING SUITABLE CANDIDATES TO APPLY.

JOB DESCRIPTION:
The incumbent will be responsible for management of the entire Human Capital Function for the Company (including assisting subsidiary Companies), these will be set out on commencement of work.

PURPOSE OF THE ROLE
Managing the Human Capital Resource function within a National Logistics business unit base in the East Rand, Gauteng.
The position requires a dynamic, highly energetic, proactive and agile Human Resources Generalist to fulfill the Human Resources Position.

DUTIES - (included but are not limited to)
• Human Relations:
- Managing of the complete Human Resources Management Function.
- Responsible for all business units and Company HR responsibilities and decision making.
- Policy drafting and Implementation.
- SOP drafting and Implementation, in line with operational requirements, risk assessments and Compliance.

• Talent Management:
- Management of end to end process of talent management (Drafting requirements, sourcing, screening, scanning and final decision-making process of comparability with panel decisions).
- Market comparison and salary scheduling in line with market related positions.
- Comparative analysis of annual earnings in line with EBU and Market related salaries.

• Health and Safety & Compliance for the Food Industry:
- Audit preparation and reviews for the Compliance in the require industry sector.
- Monthly, Weekly and Daily health and safety checks to be managed for compliance requirements.
- Safety protocol compliance and enforcement to maintain safety standards.
- Management of all Risk assessment reviews and SOP / Policy implementation.
- Management and schedule reviews of all site security protocol and management thereof, including managing the security company and armed response controls for the site as the Security and Safety Officer.
- Ensuring full compliance of all safety procedures on site with regards to PPE, Client, Customer and Employees requirements for entry and on-site procedures.
- Ensuring compliance on Health and safety by driving and managing the Health and Safety process from meetings to checklists and system management.
- Management and investigation of WCA cases and determining of cause and risk analysis.

• Employee Relations:
- Managing all Disciplinary processes and control on decision making to execute disciplinary actions.
- Assessment of driver’s behaviour on speeding, Diesel Consumption, Behaviour and overall actions, for counselling requirements and to address and correct behaviour.
- Managing of employee relations throughout the business from Operational / Management teams to the Workshop / Drivers.
- Managing of all Union communication, meetings and addressing queries of Unions.
- Managing of all Bargaining Council cases from referrals to Arbitration level, with liaising with the external consultants in matters.
- Representing, managing and drafting all documentation as the representative for management at the employee forums for the drivers and workshop.
- Implementation and management of people performance reviews and improvement plans.
- Set up and manage induction and settling in reviews of new starters.

• Regulated requirements and Legal Compliance processes for Company Compliance.
- Maintaining and Managing all compliance for the company with regards to:
Employment Equity – Due in January each year.
Skills Development & Annual Training Report submission – Due in April each year.
BBBEE verification – Due annually in line with certification expiry.
- Ensuring annual submissions for Employment Equity and Skills development are timeously done, including of meetings with committee’s and Compliance requirements of management approvals. Additionally, also require checking and ensure requirements for letter of compliance from Dept of Labour.

• Training and Development:
- Design and review of annual training matrix for entire business.
- Assessment of skills and training requirement determination, in line with annual training budget requirements for annual training plan.
- Ensuring review of employee’s skills from PM reviews and implementing skills development processes.
- Management of all external training provider planning and scheduling, including quotation process.
- Draft plans implement proposals and management of execution of Learnership and Apprenticeship programs for technical and National Professional Driver learnerships.
- Management of unemployed and disabled learnership programs, for skills development and EE requirements.

• Payroll and Benefits Management:
- Management of weekly and monthly payroll processing with payroll and HR administrators.
- Annual review of benefits provided within the Bargaining council requirements.
- Management of weekly queries and payroll issues, including loans / advances for drivers and technical dept.
- Management of time and attendance system processing into payroll and overtime reviews.
- Management Leave planner and schedule for all departments.
- Overall payroll management of the 12 Companies.

• General adhoc:
- Implementation of a formal HR Strategy.
- Culture and Climate Analysis Survey.
- Performance and Counselling Management of employees within all sectors.
- Counselling of employees for performance and corrective improvement measures.
- Managing the Security protocol and the service agreement on the premises.

REQUIREMENTS OF THE ROLE:
• 5 – 10 years in a senior role or similar level with a Generalist background of the HR Functions.
• 3- 5 years’ experience managing a team within the HR Function.
• Have extensive experience in Industrial Relations, Payroll, Health and Safety, Managing HR actions, Performance Management, Organisational planning & Strategy and Policy writing & control.
• Matric/Grade 12 or NQF equivalent.
• Degree in Industrial Psychology or Similar, BCom would be favorable.
• Must be willing to work long hours and weekends. Should be willing to get involved in the Technical Department and also Operations from time to time.
• Be professional, fair and have a high level of emotional intelligence.
• Must understand the National Bargaining Council of the Road Freight Industries Main Agreement and the various interpretations thereof.
• A strong focus on Operations and Finance background will be advantageous.
• Must be in possession of a valid driver’s license and have own reliable transport.
• Should be able to converse in Afrikaans and English.
