PURPOSE

To provide strategic, tactical and operational direction to the Information and Knowledge Management (IKM) Directorate, that supports Core Business and ORGANIZATION’s strategic objectives.

To ensure the implementation of the Institutional and Programme processes, directives and pronouncements to support the political mandate of the Members of the ORGANIZATION through integrated, collaborative initiatives with internal and external partners.

With the IKM Management Team, create an environment that enhances the performance of the Directorate and recognises the contribution of its human capital.

QUALIFICATIONS AND EXPERIENCE:

• A minimum academic qualification of a Post Graduate degree in Information Management / Knowledge Management or related field
• A minimum of 5 years management experience
• 10 years’ experience in Information and Knowledge Management within a Parliamentary / Legislative environment / Public / private sector environment
• 5 years’ experience in budgeting, strategy/business plan development and contract management within the broader public sector
• Preference will be given to applicants with demonstrated operational experience gained in a parliamentary or legislative environment, either at local, provincial or national level, not excluding Chapter 9 institutions.


KPA 1 : TO PARTICIPATE AND CONTRIBUTE TO THE STRATEGIC DIRECTION OF CORE BUSINESSAS A MEMBER OF THE PROGRAMME’S MANAGEMENT TEAM

• To contribute in the development of the strategic plan for Core Business.
• To communicate and ensure commitment to the Core Business strategy within his/her span of control.

KPA 2 : AS DIRECTOR OF THE IKM DIRECTORATE, LEAD AND MANAGE THE FOLLOWING:

Financial Management:
• To ensure the development of the Directorate’s strategic and operational plans in alignment to the ORGANIZATION’s Strategic Goal and Strategic Objectives.
• To ensure alignment of the Directorate’s deliverables to the Political Priorities as outlined by Presiding Officers.
• To ensure the development and alignment of the Directorate’s budget to the Directorate’s Annual Performance and Operational Plans.
• To ensure effective budget management practices in line with the approved Delegations of Authority.

Risk Management:
• To identify and mitigate risk internal to the Directorate.
• To ensure risk management systems and processes are in place and adhered to.
• To monitor progress of the Directorate in responding to the ORGANIZATION’s Risk Register.
• To ensure implementation of action plans against identified risk within the Directorate.
• To ensure that the Directorate achieves a clean audit.

Supply Chain Management (SCM)
• To ensure that the Directorate complies with the SCM Policy and procedures.

Contract Management
• To ensure effective application of contract management principles within the Directorate.

KPA 3 : TO MANAGE PROCESSES AND SYSTEMS IN THE IKM DIRECTORATE FOR OPTIMAL PERFORMANCE

• To ensure that operational processes are documented, reviewed and adhered to.
• To manage the outputs of the process owners within the Directorate.
• To implement interventions to improve the operational efficiencies within the directorate.
• To ensure that the necessary systems are in place to support the operations of the Directorate.
• To determine operational system gaps and implement necessary interventions to close the identified gaps.

KPA 4 : TO IMPLEMENT ORGANIZATION LEADERSHIP PRACTICES

• To forge a culture of a caring organisation within the Programme to unleash the full potential of the team.
• To implement the Institutional project governance framework.
• To support the Institutional M&E Framework.
• To drive the implementation of the Business Model of the ORGANIZATION within the Directorate.
• To ensure that transformation within the directorate is supported by a comprehensive change management plan.

KPA 5 : TO IMPLEMENT THE KNOWLEDGE MANAGEMENT STRATEGY WITHIN THE DIRECTORATE AND ACROSS THE INSTITUTION

• To ensure that Knowledge Management principles are embedded in ORGANIZATION institutional processes.
• To lead, facilitate and support the development of new knowledge management initiatives.
• To manage legacy projects as part of preserving institutional memory.
• To oversee the implementation of electronic solutions.
• To lead Change Management initiatives on Knowledge Management objectives.

KPA 6 : TO PROVIDE INFORMATION SERVICES TO THE HOUSE, COMMITTEES AND ADMINISTRATION

• To provide strategic direction pertaining to the information services rendered to support the House, Committees and Administration.
• To monitor and evaluate the impact of Information Services.

KPA 7: TO PROVIDE DOCUMENT MANAGEMENT SERVICE TO THE HOUSE, COMMITTEES AND ADMINISTRATION

• To provide strategic direction pertaining to document and records management services rendered to support the House, Committees and Administration.
• To oversee the implementation of document management systems to support institutional memory management.
• To ensure effective records management and archiving of Institutional documents.
• Develop and implement and effective records management framework and strategy for ORGANIZATION.
• To monitor and evaluate the impact of document and records management services.

KPA 8: TO PROVIDE LANGUAGE SERVICES TO THE HOUSE, COMMITTEES AND ADMINISTRATION

• To provide strategic direction pertaining to language services to support the House, Committees and Administration.
• To ensure that recording services are provided to the House, Committees and Administration.
• To produce accurate records of House Proceeding and Institutional processes.
• To oversee the implementation of language service policy within the Institution.
• To monitor and evaluate the impact of language services.

KPA 9: TO PARTICIPATE IN INTER-DIRECTORATE RELATIONS

• To participate and make representations to inter - directorate fora on issues of integration, co-ordination and operational requirements.

KPA 10: TO MANAGE IKM DIRECTORATE RESOURCES

• To determine the Directorate’s resources requirements, i.e. people, finance, infrastructure, systems, etc. and to make the necessary representations to the Executive Director Core Business and other decision making structures for the required resources.
• To account for the optimal utilisation of all directorate resources including the optimal allocation of people across the business units.
• To disseminate regular and targeted communication to all directorate staff.

KPA 11: REPORTING AND FEEDBACK

• To coordinate a reporting plan for the IKM Directorate that is aligned to the monthly, quarterly and annual reporting requirements of the ORGANIZATION with regard to:
o Directorate Operations
o Directorate Performance
• To provide consistent and accurate feedback to the Directorate’s Management team and staff regarding decisions and directives from the Executive Director, Collaborative for a, Secretariat and sub-committees of Secretariat.

KPA 12: TO IMPLEMENT APPROVED ORGANIZATION HUMAN CAPITAL PROCESSES IN THE IKM DIRECTORATE MANAGEMENT TEAM

• To ensure that the Directorate’s Management structure is adequately resourced by:

o Recruit and Select the most suited incumbent/s in available role/s.
o Implementing the Integrated Performance Management System according to the policy
o Identify skills shortages for the management team
o Monitor and evaluate the implementation of his/her direct reports development plans
o Ensure completion and submission of all leave records
o To create a conducive working culture that promotes high performance within the
Directorate
