Executive Director – Leadership and Governance (Five Year Performance Contract)
Salary R1 215 289

QUALIFICATIONS AND EXPERIENCE:
• A minimum academic qualification of a Post Graduate degree or equivalent, preferably in Public Management / Political Science / Law / Public Relations
• A minimum of 5 years’ experience in a legislative or public sector environment
• A minimum of 5 years’ experience in a senior manager role leading in budgeting, strategy/business plan development and contract management

KPA 1- AS EXECUTIVE DIRECTOR OF THE LEADERSHIP AND GOVERNANCE MANAGEMENT TEAM, LEAD AND MANAGE THE FOLLOWING FOR THE PROGRAMME:

FINANCIAL MANAGEMENT
• To oversee the development of the Programme’s strategic and operational plans in alignment to the ORGANISATION’s Strategic Goal and Strategic Objectives
• To ensure alignment of the Programme deliverables to the Political Priorities as outlined by Presiding Officers
• To oversee the development and alignment of the Programme budget to the Programme’s Annual Performance Plan
• To ensure effective budget management practices in line with the approved Delegations of Authority

RISK MANAGEMENT
• To ensure risk management systems and processes are in place and adhered to
• To monitor progress of the Programme in responding to the ORGANISATION’s Risk Register
• To oversee implementation of action plans against identified risks

SUPPLY CHAIN MANAGEMENT (SCM)
• To ensure that the Programme complies with the SCM Policy and procedures

CONTRACT MANAGEMENT
• To oversee and ensure effective application of contract management principles

KPA 2- STRATEGIC MANAGEMENT OF RESOURCES

• To ensure implementation, monitoring and reporting on the mandate of the Programme
• To foster professionalism , ethical conduct and a high performance culture in the Programme
• To ensure adequate capacity and resourcing for the Programme in support of Presiding Officers

KPA 3 - STRATEGIC PLANNING FOR THE PRESIDING OFFICER’S PROGRAMMING

• To support the processes for the development and adoption of the Presiding Officer’s Strategic Plan and Annual Performance Plans (APP)
• To coordinate reporting to Presiding Officers on the implementation of the strategy and plans of Presiding Officers
• To provide all reporting requirements on the implementation of the Strategic Plan not limited to monthly, quarterly and annual reports

KPA 4 - SETTING MECHANISMS FOR POLITICAL MANAGEMENT AND COLLECTIVE LEADERSHIP OF THE ORGANISATION

• To keep Presiding Officers abreast of developments with regard to legislative sector business
• To ensure the development and management systems of the political interface between The Speaker, Premier, MECs, Political parties in the ORGANISATION, Chief Whip and Presiding Officers
• To ensure the development of an annual plan and agenda of meetings of Presiding Officers and Office Bearers as mechanisms for political management and collective leadership of the ORGANISATION
• To ensure the development of schedules and agendas of meetings between Speaker and Leaders of Political Parties
• To attend caucus of the governing party to track issues relating to the ORGANISATION and facilitate implementation thereof

KPA 5 - EFFECTIVE MANAGEMENT OF THE HOUSE AND ITS COMMITTEES
• To oversee procedural briefings of Presiding Officers on all matters before the House for consideration
• To provide advice to Presiding Officers on all matters pertaining to the Sitting, in particular politically sensitive matters
• To convene Whippery meetings for the Speaker to brief leaders of all political parties on House matters
• To oversee quality assurance of all committee reports due for consideration by the House and advice Presiding Officers accordingly

KPA 6- EFFECTIVE MANAGEMENT OF THE LEGISLATURE PROGRAMME
• To provide strategic management of the legislature programme
• To align the legislature programme to the political goals
• To align the legislature programme to the NCOP programme and municipal programmes
• To oversee the development of the Institutional calendar and committee schedule in alignment to the legislature programme

KPA 7 -IMPLEMENT ORGANISATION LEADERSHIP PRACTICES
• To provide advice to the Speaker and Presiding Officers on strategic issues relating to the ORGANISATION leadership practice
• To forge a culture of a caring organisation within the programme to unleash the full potential of the team

KPA 8 -PARTICIPATE IN SECRETARIAT
• To participate and make representations to the Secretariat on matters emanating from Presiding Officers
• To monitor the quality of support provided to decisions of Presiding Officers
• To present regular reports to the Secretariat on the work of the leadership and governance programme

KPA 9 -STAKEHOLDER RELATIONS MANAGEMENT
• To oversee the implementation of the Stakeholder Management Strategy
• To oversee the implementation of the Inter-Institutional Relations Strategy
• To oversee the implementation of the Protocol Services
• To develop and maintain partnerships with relevant stakeholders
• To develop and enhance relations with the media
• To develop a communication plan for the Programme

KPA 10- TO IMPLEMENT THE APPROVED ORGANISATION HUMAN CAPITAL PROCESSES IN THE PROGRAMME
• To ensure that the Programme’s Management structure is adequately resourced by:
o Recruiting and Selecting the most suited incumbent/s in available role/s
o Implementing the Integrated Performance Management System according to the policy and reporting to the Speaker and various structures on the performance of the Programme
o Identifying skills shortages for the management team and monitor implementation of training plans for his / her direct reports
o Implementation of the Individual Development Plan to be monitored and an evaluation of the impact of the intervention to be conducted
o To create a conducive working culture that promotes high performance
