Head of Recruitment Operations: Africa

Location: Sunninghill, Cape Town
Salary: Market Related

Purpose of the Role:
The Recruitment Operations Manager will head up the recruitment operations team to carry out the advertising, sourcing, selecting and appointment of required resources based on business strategy per Line of Service and in conjunction with best practice processes and research from the Talent Centre of Excellence

Requirements:
Minimum of 10 years in a Human Capital Management role within a Services organisation
Minimum of 5 years specialising in recruitment management
Experience in Multi-national organisations
Management experience in a Recruitment Agency
Relevant degree in Human Resources
Talent Acquisition for Professional Services Organisation
Strong business management skills and commercial understanding
Proven people management capability including individual and team coaching and development
Ability to build and evaluate processes
Recruitment strategy implementation to gain credibility with Partners and senior HC community
Outstanding relationship skills
Strong interpersonal, negotiating, influencing and consultative skills, with the ability to form strong working relationships and communicate effectively with a wide range of audiences
Ability to use own initiative, thinking through implications of complex issues for an organisation and making well-reasoned judgements and decisions
Strong negotiation skills with providers
Ability to manage budgets and experience of delivering cost savings
Recruitment across geographic boundaries and diaspora recruiting
Experience of leading teams of specialist practitioners
Analytical skills required to understand & communicate trends
High level of enthusiasm, tenacity and robustness
Willingness to travel to various countries within Africa
Participation and contribution to graduate recruitment and experienced hire events

Responsibilities
Leadership:
Provide leadership on the operational delivery of talent acquisition / recruitment to ensure all Lines of Service have the resources to realise their strategic plans
Delivery:
Plan and deliver recruitment against Line of Service requirements and resourcing plans
Implement operational processes to ensure efficiency and effectiveness of recruiting – at the initial phase this will include developing and optimising the recruitment structure
Work in conjunction with the data analytics team to measure recruitment performance
Identify gaps in recruitment performance and work together with the talent team to design improved processes for delivery
Provide input into the efficiency of the talent acquisition systems and assist with user acceptance
Management:
Develop and manage the experienced hire, graduate hire, and contractor hire recruitment teams in alignment with LOS recruitment and resourcing requirements
Understand the across Line of Service Talent Acquisition strategy to be able to guide and direct recruiters in achieving this
Understand and market the people brand in the external market through interaction with students, graduates and experienced hire candidates
Define and direct recruitment activities to be aligned to the company values
Work together with shared services to ensure that their utilisation is optimised for continued efficiencies and cost control.
Ensure that sufficient recruiters are adequately placed with relevant experience and skill to be able to deliver against business needs and specialised recruiting
Monitor the operational delivery of the recruitment teams to ensure that quality service is delivered on time and against agreed Service Level Agreements
Delivery and interpretation of monthly recruitment management reporting
Manage the relationships and procurement of recruitment agencies as well as other channels of recruitment
Manage and provide input into the KPI’s and scorecard for recruiters
HC Functional Leadership:
Engage regularly with Line of Service Human Capital Business Partners, to keep abreast of new challenges or new business strategies.
Monitor all talent acquisition support to the Lines of Service
Manage the Talent Acquisition budget requirements
Act as a coach and mentor to recruiters as well as providing clear, positive and visible leadership
Establish key contacts internally and externally to assist in driving/meeting recruitment targets
Financial Planning and Management:
Provide feedback into the annual budget for recruitment
Manage appropriate expenditure within the delegation of authority
Administer the expenses according to the budget and monitor the monthly cost budget.
Provide the HC Director as well as the Lines of Service Leadership with monthly financial cost reports
Stakeholder Relations/ Advocacy:
Develop Communication plans for all stakeholders to keep them informed of the relevant recruitment matters
Establish good relationships with the Human Capital Business Partners, Centres of Excellence and other operations teams
Risk management:
Identify and evaluate the risks related to recruitment operations and propose, motivate and implement measures to control the risks
