MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED:

• A post-graduate degree, in one of the following areas: Social Science, Development Studies, Public Management and Governance, or a related discipline.
• At least 3 years’ experience as a policy or academic researcher ,
• At least 2 years’ experience of Managing Research Projects and proven track record of successful completion of such projects,
• Proven experience of working with research institutes, Civil Society Organisations, Academia and government departments
Purpose:

To provide research support to Presiding Officers, Provincial Secretary in the ORGANIZATIONS and the Standing Committee on Petitions
KEY PERFORMANCE AREAS

KPA 1: Research papers to Presiding Officers and Provincial Secretary
• Background information for Presiding Officers and Provincial Secretary analysed and processed
• Write speeches
• Motivations for study tours/International Conferences
• Reports on Study Tours/International Conferences

KPA2: Public policy discourse/Profiling the ORGANIZATIONS
• Organise Seminars/Brown Bag Sessions/Symposiums
• Organise Round table debates
• Publish articles and opinion editorials in Newspaper/Policy Briefs/Journals
• Research papers for Conferences

KPA 3 Standing Committee on Petitions
• Undertake pro-active research and analysis as well as responding to research requests of the Standing Committee on Petitions


KPA 3: Stakeholder Relations Management

• Collaborations for partnerships with external organisations.
• Participate in research networks.


REQUIRED KEY COMPETENCIES:
The candidate must:
? be able to gather, validate, organize and analyze data and information, and present this in the required manner to his or her clients in the legislature;
? be well acquainted with research techniques and methods (familiarity with both qualitative and quantitative methods would be a distinct advantage);
? show the organisational ability to manage and prioritize a number of tasks simultaneously;
? be a confident speaker and be able to present his or her work to the clients in the legislature;
? have an excellent knowledge of governance Issues and role of the Legislatures in society;
? Research methodologies and Techniques - In-depth understanding of subject matter
? be goal directed and proactive;
? Possess a high degree of familiarity with the Microsoft suite of programmes (MS Word, Excel and Power Point, as well as Internet Explorer 5. Additional experience in other database/statistics software would be an advantage).
