This is an exciting opportunity exists for Medical Officers to participate in a ground-breaking HIV prevention programme is looking to appoint an experienced National Programme Manager to provide overall leadership, management and technical direction on strategic planning and organizational development activities for all programmes supporting the Department of Correctional Services (DCS).
The incumbent will ensure that all project activities, expenditure, operational research and evaluation activities are consistent with targets and aligned to the targets as stipulated in the various agreements with donors and partners in respect to DCS.
This is a fixed-term contract position, renewable on performance. The organisation offers a total cost of employment package commensurate with experience.
This position is based in Cape Town with extensive travelling to the other provinces within South Africa (about 2 weeks per month).
Responsibilities:
• Overall responsibility for the programmes being implemented and supported by THCA within the correctional facilities in 15 DCS management areas, including developing work plans in line with operational budgets
• Coordinate the set up and operation of the radiological services (chest x-ray) for screening and diagnosis of TB
• Manage and provide technical support to the Project Coordinators
• Manage sub-contracted organisations, review their programmatic and financial reports and approve payments
• Ensure that a monitoring and evaluation function for the programme is in place and meets the requirements of the donors
• Provide technical guidance for clinical aspects of the programme related to HAST diagnosis, treatment, care and support
• Provide technical assistance in regards to planning, capacity building, implementation, monitoring and evaluation to key governmental and non-governmental partners
• Serve as a technical expert at the organisation and with the partners in establishing best practice models
• Contribute to relevant operational research relating to HIV, TB, and other areas of interest for the organisation
• Develop achievable, measurable objectives for correctional services programme work aligned to THCA contracts with donors that are in support of South Africa’s national HIV and TB guidelines and the national strategic plan
• Represent the organisation at national and regional conferences and workshops
• Provide oversight to the TB and HIV prevention programme administration within Correctional Facilities
• Provide periodic and final reports to funders as specified for the project(s)

Requirements:
• MBChB; MPH or other relevant advanced degree in the fields of public health, or significant relevant professional experience
• Minimum 5 years’ of experience HIV/AIDS, STI and TB (HAST) clinical management
• Minimum 5 years’ experience managing public health programmes in resource limited settings
• Technical and programmatic expertise in HIV/TB Management in correctional services or similar environment, including experience with TB-HIV co-management
• Valid driver’s licence
